本规则于2019年1月1日首次生效。
1、考核对象:在营天猫国际商家均须参加考核且须符合该考核标准(含下表中具体“考核指标”要求),如不符合任何一项考核指标要求的,您将无法继续在天猫国际经营。
2、考核周期:2019年6月1日起,以12个月为一个考核周期,进行循环制考核。
因服务开通时间(即店铺上线时间)不同,考核起始月区分如下:
1) 服务开通时间在2018年6月1日之前的商家,自2019年6月1日0时开始正式考核;
2) 服务开通时间在2018年6月1日至2019年5月31日的商家,2019年6月1日至2019年8月31日为免考期,2019年9月1日0时至2020年8月31日24时为试考期,2020年9月1日0时开始进入正式考核;
3) 服务开通时间在2019年6月1日及之后的商家,店铺上线后的前6个月为免考期,第7个月开始进入考核,其中第7至第18个月为试考期,第19个月起进入正式考核;
注:循环制考核是指一个考核周期结束后,自动进行下一个考核周期。例如:商家自2019年8月1日0时开始考核,2020年7月31日24时考核结束;2020年8月1日0时进入第二个考核周期。
3、考核标准需要同时满足:
1)店铺销售额满足对应类目考核标准(若有);
2)基础服务分满足对应类目的考核标准(若有)。
4、其他说明:
1)免考期:服务开通时间始于每月15日前(包含15日)的商家免考期从当月1日起计算6个自然月,服务开通时间晚于每月15日的商家免考期从次月1日起计算6个自然月。
2)试考期:免考期结束后的12个月为试考期,服装服饰、大食品、家居家纺、宠物大类试考期的店铺销售额要求为正式考核期店铺销售额要求的25%;个护、美妆、母婴、数码家电、医药保健大类试考期的店铺销售额要求为正式考核期店铺销售额要求的50%,其他指标与正式考核期指标保持一致。
3)涉及跨类目经营的商家,商家考核期内,店铺销售额会依据商家在考核期结束当日店铺主营类目的考核标准进行考核,基础服务考核分会依据商家在考核当月最后一天店铺主营类目的考核标准进行考核。
4)店铺销售额是指,在考核期间,商家所有交易状态为“交易成功”的订单金额总和(虚假的交易订单等违规订单除外)。该金额中不含运费,亦不包含因维权、售后等原因导致的失败交易金额及一级类目名称为“其他”项下的交易金额。
5)基础服务考核分是天猫国际综合商家店铺的商品体验、售后体验、咨询体验、纠纷投诉4个纬度表现所得出的,体现商家综合服务能力的重要指标。基础服务考核分指标采取月度考核的模式,在12个月的考核周期内,累计一定的月数不达标,店铺将无法继续在天猫国际经营。

7)该标准在法律允许范围内如需调整,天猫国际将依法提前公示并通知商家。

1. Who is to be assessed: All shop owners on Tmall Global shall be assessed and shall meet the assessment criteria (including the specific "assessment criteria" stated in the table below). If you do not meet any one of the assessment index requirements, you will not be able to continue to operate on Tmall Global.
2. Assessment cycle: From June 1, 2019, 12 months is an assessment cycle, the assessment will be performed in circular order.
As the service opening time (that is, the store launch time) is different, the beginning month of the assessment is distinguished as follows:
1) Shop owners who opened service before June 1, 2018 will be assessed starting from 00:00 June 1, 2019;
2) For shop owners who opened service between June 1, 2018 and May 31, 2019, the assessment-free period is between June 1, 2019 and August 31, 2019, the trial assessment period is between 00:00 September 1, 2019 and 12:00 PM August 31, 2020, and the official assessment begins at 00:00 September 1, 2020;
3) For shop owners who opened service in June 1, 2019 and beyond, the first 6 months after the launch of the store is the assessment-free period, and the assessment begins on the 7th month. To be specific, the trial assessment period lasts from the 7th to the 18th month, then the official assessment begins on the 19th month;
Note: Circle assessment refers to the process that a successive appraisal cycle automatically begins at the end of a previous assessment cycle. For example: The assessment of a shop owner that begins at 00:00 August 1, 2019 will end at 12:00 PM July 31, 2020; the second assessment cycle automatically begins at 00:00 August 1, 2020.
3. Both the following assessment criteria need to be met simultaneously:
1) Store sales volume meets the assessment criteria for the corresponding category (if any);
2) Basic services score meets the assessment criteria for the corresponding category (if any).
4. Others:
1) Assessment-free period: As for shop owners who opened service before the 15th of each month (inclusive of the 15th), the assessment-free period is 6 natural months from first day of the month; for those opened service after the 15th, assessment-free period is 6 natural months from the first day of the next month.
2) Trial assessment period: Trial assessment period is 12 months at the end of the assessment-free period. For shops in the categories of clothing & accessories, food, home textile, and pets, the store sales in the trial assessment period is required at 25% per cent of store sales volume in the official assessment period; for shops in the categories of personal care products, cosmetics, maternity, digital appliance, and medicine and health care in the trial period is required at 50% per cent of sales in the official assessment period, other indexes are consistent with those in the official assessment period.
3) For shop owners who operate across categories, the store sales volume is to be assessed based on the assessment criteria of the primary category on the day of the expiration of the assessment period. Basic services assessment score is to be assessed based on the assessment criteria of the primary category on the last day of the assessment month.
4) Store sales volume refers to the sum of orders during the assessment period (exclusive of false transaction orders and other violating orders) with the status of all transactions as "Transaction successful"). Freight is not included in the volume, the volume also does not include the volume of failed transactions and of "Others" in Category I due to rights protection and after-sales reasons.
5) Basic services assessment score is the performance of a shop's comprehensive score reflected in terms of item experience, after-sales experience, consulting experience, and the dispute and complaints on Tmall Global, which is an important index to reflect the comprehensive service ability of a shop owner. The basic services assessment score index takes the mode of monthly assessment. In the 12-month assessment period, the store will not be able to continue operating on Tmall Global if it does not meet the criteria for a certain number of months.

7) Should the criteria be adjusted within the scope permitted by law, Tmall Global will announce in advance and inform the shop owners.
